I think it is telling you your Battery is too low to support Flashlight at this time. Try charging the iPhone and then try Flashlight again and see if it works

This could be a hardware or softwares issue. To determine if it’s software go to Camera - Video and turn on the flash from the top left corner. If this turns the torch on then it’s just a software glitch and you should be able to turn the torch on like normal from the control centre if not, force restart your iPhone.
If the flash did not turn on through the camera app then it is more likely a hardware issue but could still be a glitch so do force restart the phone, if this doesn’t solve it then I would take it into the nearest Apple store.
