why can't I use my new Apple ID created on my MacBookAir on my iPhone? I have a new email address but the iPhone won't accept it. Says the user ID is already being used by a different user.

Have you signed out of the previous ID on the phone? Tried a restart? Are you trying to create the ID on the phone? You only need to sign in with the new ID.
