Block one caller from my voicemail on iPhone 7

Hi,

I need to stop one person from filling my voicemail. I can’t block their number entirely for personal reasons. I’ve got the calls side of this issue sorted, but my voicemail is still a problem. Can I stop a specific number from using voicemail? Hopefully without them realising it’s just them that I’ve blocked.
