We reset the iPhone and now is requesting a passcode

Hi

Our USA office had been send a iPhone X and one of our employee this used who already left from office. We reset the iPhone. Now iPhone is requesting passcode.

Please help on this

Does it say Passcode or Activation Lock? Is there a chance that the employee used his/her own personal Apple ID with the phone? Because you stated that you reset the phone. So all data is deleted but you can’t no longer use it because the Apple ID is still linked to the phone? In that case contact Apple with proof of ownership.
