Contact the cellular provider to determine if they offer unlocking, and if you qualify.

Only the carrier it's locked to can unlock it. If AT&T refuses, then it can not be unlocked.

I just bought this phone (second hand) i mean im not the original owner. And from checking it online, it looks like that it's unpaid 😔
