Logic Pro app won't open after closing a project

When I close a project in logic (file>close project), the screen returns to the desktop as if the whole application has closed. The Logic Pro menu still shows at the top of the screen, but when I click on the app icon in the dock it doesn't open. The only way I can open logic after this happens is to manually quit the app (cmd+Q) and open it again. I am new to Mac and logic so I am not sure if this is a bug in the software or if it is supposed to be like this. I tried deleting and reinstalling the logic app and there was no change.

Normal operation, the application is already open, you can go to the File menu see what's under Open Recent or select New or New From Template. Or.....you can go to Logic's Preferences/General and look at your choices under Startup Action: Reinstalling is a last resort, if the application runs it's pretty much OK, deleteing preference files is a preferred solution 90% of the time.
