Finder Preview STILL Not Working

I have spent several hours on this now and it is getting extremely frustrating. I am a photographer and work with thousands of images everyday, and need to be able to go through them quickly, however, finder will no longer display preview images for CR2 Canon Raw Files. It is just the RAW icon. I have tried opening view preferences and checking, unchecking, and rechecking the display box for previews. I have deleted .plist and relaunched finder/restarted computer. This seriously slows down my work flow, and what should take 2 seconds now takes anywhere from 30 seconds to a full minute. This is extremely inconvenient when I have to go through 3,000+ images a day. I am about ready to chuck my mac out the window and go back to PC. Does anyone have a solution for this?

So I just downloaded an EOS R (.cr3) raw image (by example) and Finder wouldn't display it, because by default, Affinity Publisher was the assigned application. When I performed a get info on the image and changed the default application to Preview, then the Finder would show the image. Quick Look and Preview worked as expected.

I am running Mojave 10.14.6 (18G87) with the recent supplemental update applied.

Here is the Digital Camera RAW formats supported by iOS 12 and macOS Mojave. It is a living document, and I would expect a new titled one to be started for iOS 13 and Catalina this Fall.
