How do I update my apps using my new iCloud instead of using my old ICloud??

You can't update Apps which are associated with a different Apple ID.

I would recommend that you try to use account recovery services for your "old" Apple ID. That will allow you to use your Apps from that account. Get a verification code and sign in with two-factor authentication - Apple Support states:
"If you still can't sign in
If you can’t sign in, reset your password, or receive verification codes, you can request account recovery to regain access to your account. Account recovery might take a few days or longer, depending on the specific account information you can provide to verify your identity."
is there a way I can update my apps because I have a new phone number and my old iCloud account is set up with my old number and every time I try to sign back in it sends a verification code to my old number
