Personal hotspot will not connect to other devices

I see other people who have the iPhone XS or XS Max have the same issues. When trying to connect the hotspot to other devices it says authentication failed. This is a huge problem for me to the point where I am contacting apple on a refund for my new device and wanting my old one. This is a clear issue that is Apples fault. I pay to have the hotspot and I paid $1250 for the new phone. I’m praying someone has had luck in fixing this and can share?
