Tool music on Apple Music

Yesterday one of my favorite bands of all time, Tool, finally put all of their music on streaming services. I downloaded all of it, however, one of their albums, “Lateralus,” will not play on my devices, except for two songs. I can play them directly from Apple Music, but I’d like to be able to play them when not connected to wifi or using data. When I click on the songs it says that they are not available in my region or country. I feel like this must be a mistake. The rest of their music works without a problem.
