I need to re download all my stuff from the cloud to my device how do I do so
To download everything except backups, go to Settings/Your Name/iCloud and sign in using the same Apple ID used to sync the data to iCloud. Then slide desired syncing on (green). Allow plenty of time for the data to download, especially the photos.

What kind of content are you referring to? Some content in iCloud such as contacts and calendar events will self-populate when signing in to your Apple ID on a new device and do not have to be downloaded.
What device are you trying to download to? Which software version is it running?
The more information you provide, the better chance the community will be able to offer some additional guidance.
