The recently Deleted album is the only safety line we have. we have to recover deleted photos within the 30 days the photos are kept there.
I you have a backup that includes the missing photos (an iCloud backup of the iPhone or an iTunes backup), you can restore the iPhone from this backup to recover the deleted photo. But you will have to make a current backup before you revert the iPhone to an older state from an old backup. See: Restore your iPhone, iPad, or iPod touch from a backup - Apple Support
And if you have been syncing the iPhone or iPad with iCloud Photos, restoring from an iCloud backup will not help, because it will not include the photos. oNly the iTunes backup may have the missing photos, but only, if you have not been using "Optimize Storage".
