I recently sold my Apple Watch on a app called offer up but the guy I sold it to scam me. A there anything I could do about it?

Not all suggestions will be relevant, but see the notes about locking lost/stolen devices if it is still tied to your Apple ID.

Perhaps you can report it to the the owners of the App "Offer Up". Apple will not be able to help you. If it was stilll paired to your iPhone you would be able to disable it.
