I recently sold my Apple Watch on a app called offer up but the guy I sold it to scam me. A there anything I could do about it?

Perhaps you can report it to the the owners of the App "Offer Up". Apple will not be able to help you. If it was stilll paired to your iPhone you would be able to disable it.
