How can I restore notes from iCloud?

If you open the Notes application, do you see a Recently Deleted folder? If you go to iCloud.com/Notes using a computer browser, are the Notes there normally or in a Recently Deleted folder? If they aren't in the Notes application, but are at iCloud.com/Notes, try going to System Preferences/iCloud and stop Notes syncing by unchecking the box. Wait a couple of minutes, then check syncing. Allow time for the sync to complete.

Last resort - have you tried signing out of iCloud and then sign back in?
