This is the url that comes up when I go to sign into my icloud. I have found that most things with =# are redirecting, phising. I have many more questions, as I have been overtaken with technology for the last year abd a half.
https://appleid.apple.com/#!&page=signin is the URL that is presented when you attempt to Sign In to "Manage" your Apple ID. If you are using Safari to Sign In the URL should be preceded by a "Green Lock" icon. It appears valid to me, since it matches the one you posted.
