Yes, it's fixed. You need to have the latest software updates on both your iPhone and watch for it to work.
Recently released iOS 12.4 and watchOS 5.3 are required.
The Walkie-Talkie service was turned off for older versions of iOS and watchOS because of a privacy hole. The newly released iOS and watchOS have fixed that hole and once you upgrade your iPhone and watchOS Walkie-Talkie will work again with other users that have also upgraded their iPhones and Apple Watches with the lastest operating system versions.
