iOS 13 ha not yet been released to the public. Its still in Beta testing phase. Installation is not recommended unless you are a developer, or are prepared to deal with beta issues on your own. The beta cannot be discussed in these forums, and Apple offers no support for it.

Unless you are a developer or beta tester, you don’t.

The final version of iOS 13 will be released later this year.
