how do I download Apple News app on my iPad. Latest Operating system is 10.3.3

Where are you located? Apple News is only available in the U.S., UK, Canada, and Australia at this time.

Apple News requires iOS 12.2 or newer.

Edit: I was mistaken in requirements I posted above. Apple News + requires iOS 12. The regular news App should work on iOS 10.
