How can I skip the activation lock step if I can’t remember the apple ID and password?

If you cannot remember the AppleID or password, you have to recover that information first, as explained in the links you’ve been given. There is no way to bypass activation lock - if that were possible, it would be a pointless feature.
The only way to get past activation lock is to know and enter the AppleID and password used with iCloud on that device.
