How do I keep all of my safari browsing history on my iPad and iPad Air 2

Assuming you are using the same Apple ID on both iPad's, go to Settings > Your Name, iCloud, Apple ID, iCloud & App Store

Tap iCloud

Make sure you have Safari turned on both devices.
