How is it locked exactly?

Locked with a passcode? If you forgot the passcode for your iPhone, iPad, or iPod touch, or your device is disabled - Apple Support

Activation Locked? Find My iPhone Activation Lock - Apple Support

Locked to a carrier? How to unlock your iPhone for use with a different carrier - Apple Support

Only your carrier can remove the carrier lock.
