My phone is broken and I am trying to get the photos on my laptop. I do not have Icloud photo library set up and I do not have a recent backup of my phone.

Then there is no way to do so. If the only place those photos were kept is on the iPhone itself, and it is broken then you are simply out of luck in terms of transferring the photos or backing them up now.

If the phone worked, you could transfer them to a Mac or Windows computer - Transfer photos and videos from your iPhone, iPad, or iPod touch - Apple Support
