how do i turn off Voice Over when my ipad is locked.

Hello,
Often by default accessibility options, like Voice Over, can be accessed via the accessibility shortcut by triple-tapping the home button. If the accessibility shortcut is disabled then there is no way to disable/enable this option from the Lock Screen.
