How do I get the App Store app back on my phone
When I try to get the App Store app on my phone is say Safari cannot connect address is invalid

You would not try to get the App Store via Safari. The App Store is not an app that you can delete from the iPhone. You can, however, restrict it in Screen Time Restrictions. Check there.
