I'm from Ethiopia and the country is out of Apple regions for store application

You can't use another country's store, you have to live in a country to use its store. Until if/when Apple open an iTunes store there (we are fellow users), or you move to a country that already has an iTunes store, you won't be able to have an iTunes account nor download any store content.
