Apps on iphone really on iphone

Forgive me if this is a stupid question ... virtually all my apps have the little cloud logo under them so that when I want to use them I normally have to wait for it to be downloaded.

I just want all my apps on my phone all the time ... so I don't have to wait and also for when I am offline.

Is it connected to how I set up my icloud account??
