re-installing macOS Sierra
I have wiped an old Mac and trying to reinstall OS it keeps telling me computer's eligibility will be verified but I press continue and nothing happens

Not knowing how old the Mac is, you can try Internet Recovery to see if it works. Try booting into Internet Recovery (command - option/alt - R on a restart). It is a slow process. This will install the newest OS that the computer is compatible with. Reformat the drive using Disk Utility/Erase Mac OS Extended (Journaled), then click the Option button and select GUID. Quit Disk Utility. Then install the OS. When the computer restarts, you can use Setup Assistant to restore your data from Time Machine.

Are you booted into the Recovery Partition when this happens? Have you tried rebooting into the Recovery Partition again? Have you ever downloaded the OS version you are trying to install using your Apple ID?
I pressed command r and deleted everything then tried to re-install
yes it is the original os on the mac
to be more precise I went into Disc Utility and pressed erase
Now I'm trying 'restore OS X Base system
It tells me Done but when I restart it keeps me in the utilities mode
and still won't reinstall macOS Sierra
