I've tried everything on the web to troubleshoot but nothing is working. iPhone 8 does not ring when called goes right to voicemail. Help.
Then contact your carrier. Most likely they have set it up, or they have messed up the setup of your account. You should have it.
Well Voice mail is also a provider feature, go figure.
Make a genius bar appointment with Apple for an evaluation.
They have diagnostic tools and can tell you what options you have.

What did your provider says when you told them?
I did. All good there
Provider says you can make out going calls but incoming go right to voicemail. Must be iPhone issue

Well, no, that's not what it means. If you can make outgoing calls that proves that it is not an iPhone issue. The most likely is you have call forwarding enabled on your account. Go to Settings/Phone-Call Forwarding and make sure it is off. If it is, turn it on, the turn it off.
Go to Settings/Do not Disturb and verify that it is off. Including While Driving. Also check the Ring/Silent switch on the left side of the phone near the top. It should be forward, towards the screen.
