How can I change the language of MacBook on the login page and recovery mode ?

It is showing Hindi, I want it to be English. I tried removing Hindi from the languages and region setting in preference but still Hindi is shown on the default login page as well as recovery mode page. Please suggest me a fix ?

Which of the three sequences were followed, any errors or diagnostics displayed, and did the Mac get rebooted?
