You need to request activation lock remove using the original proof of purchase or if You are within possible time frame to cancel deletion of the account call the apple care support with the received code at requesting of the account deletion.

So if You have the deletion code received at request so within the deletion period You can request cancelation if no then You need to request unlock using the original proof of purchase from the device purchase.

If Your apple id was deleted nobody can solv in only in appstore if You bring the proof of purchase.
