What iPad model did you buy exactly? iOS 10 was released 3 years ago.

What happens if you go to Settings->General->Software Update and try to update?

If you bought an iPad 4, then it will not be able to update to iOS 12, and you would not be able to run Firefox on it.

If you just purchased a used, nearly 6-year iPad 4th generation, then it cannot be upgraded past iOS 10.3.3

Its internal hardware is too old, underpowered and totally incompatible with any current and future iOS versions.

If you need/want a third party Web browser, to use with that 6-year old iPad this is still being updated for iOS 10 and earlier,

here are a few of the more popular and known, third party web browsers that I know are STILL being updated and supported on iOS 10 and earlier, in no particular order.

iCab Mobile Web browser

Dolphin Web browser

Dolphin Incognito Web browser

DuckDuckGo private Web browxer

Snow Bunny Web browser

Private Browsing Web browser

Aloha Web browser

Maxthon Web browser
