Update is required for activation

My iphone was giving error of Cellular data update failed i tried update it but it was giving error on update it says no more connected to network can’t update while wifi was connected than i updated with itunes it updated but still it failed on updating cellular data. So i thought of restoring i restored my iphone without making any backup now its saying updates required for activation
