No, You need to sign into iCloud with your Apple ID to even apply for the card.

Apple Music surely works great without an iPhone.
Apple Music is not a credit card and it open on all platforms.
They're both services, and if one can be activated on Android in my view I don't understand why wouldn't the other.
Because iCloud is needed for the card but not for music. There are different requirements.
Aren't all Apple services wrapped under iCloud?
