I want to disable and close my Apple Pay account but I can’t seem to do it

If you want to close your Apple Pay account go to Settings>wallet & Apple Pay>tap on any card listed under "payment cards" and then choose to delete that card. Repeat that step for every card listed. To delete Apple Cash go here and scroll down to close my account - Manage your Apple Cash account - Apple Support
