How do I play internet radio on iTunes, the Edit box does not display the internet radio selection

Internet Radio should be available. There is a hidden Edit command for the menu, to the right of the word Library, in the same place as Done in the image below.

The screenshot is from 12.7, but I see the same entries in 12.9.6.3. The tick boxes are grey now instead of blue.
