Purchased Music unavailable to listen to

I recently downloaded an album but some songs are grayed out and will not allow me to play them on my iPhone. They show as purchased in the iTunes store, but when I click on the song to play it, it takes me to an advertisement for apple music asking me to sign up to which I have already repeatedly declined. I have apple music turned off in my settings. I'm not interested in it at this time.

How do I get the entire album, which I have already paid for, to show as available on my iPhone?
