In systems preferences > iCloud if iCloud is turned as on https://support.apple.com/en-in/HT204025

And in front of it click options > the box of desktops and documents box is checked https://support.apple.com/en-us/HT206985 and you iCloud data storage is within the designated storage limits , if you erase the hard drive https://support.apple.com/en-in/HT204904 and again set up the Mac https://support.apple.com/en-in/guide/macbook-air/apd831707cb3/2019/mac/10.14.5

And sign in with same Apple ID and password , and set up iCloud account https://support.apple.com/en-in/HT208682

The documents stored on the iCloud server will once again sync ( the documents should be created with say latest version of Microsoft office the app should be compatible with Mac ) see this article also https://support.apple.com/en-in/guide/mac-help/mchlp1774/10.14/mac/10.14
