Your problem is likely caused by Norton. Mac OS is extremely elegant and secure and does not benefit from or require ANY third party antivirus, cleaning or ANY other third party apps to maintain itself. If simply left alone and kept up to date Mac OS will run with stability for years for most users. When users intervene by being misguided and adding antivirus apps and other worthless (and potentially damaging) apps to Mac OS this is when their Mac begin to exhibit problems.

Unfortunately Norton and other Symantec solutions are among the worst for Mac OS.

My advice is to click the following link and follow the directions: https://support.norton.com/sp/en/us/home/current/solutions/v64924250

If you have other similar apps, please do the same, locate the developers instruction to uninstall their app and follow them. With luck you have not damaged Mac OS.

Good luck.

If you're not comfortable working in the Terminal app or Network Utility apps on your system to help identify the device associated with that IP address, then you may want to look at some of the free or in-app purchase tools available for sniffing your network to provide more information about the devices attached to it. Here's one option I found with a quick search of the App Store:
