Viewing my pics in iCloud

I can’t figure out how to view my photos in the cloud on my iPhone once I’ve offloaded down to the cloud.

What exactly do you mean by "offloaded down to iCloud"? On an iOS device, you should be able to view your photos on the Photos app once signed in to that device and Photos is enabled (turned on) under Settings > iCloud.
