The very top area of my ipad mini 2 is not responsive. I've updated the latest software and performed a hard reboot yet the issue still remains.

It's only a small, top area of the touchscreen that is unresponsive but it's an inconvenience. Does anyone recommend that I do anything (other than go to an Apple store and pay for user support)? Thank you.

You could try a reboot, but if the screens digitizer is failing, there's not likely much you can do to fix this. Press and hold BOTH the power and home buttons at the SAME time (keep holding) until you see the Apple Logo, then let go.

Your device is now about 8 years old and it's likely time for a new iPad.
