I've factory reset my iPad mini and in trying to set it up again with my Apple ID, it's asking to "Enter Passcode for Other iPad". I don't have another iPad but found a post from 2015 saying to go to appleid.apple.com and turn off two step authentication, however, two step authentication can't be turned off anymore per my google search and exhaustive efforts. Help. Me.

In the Security section, Click Edit.
Click Turn Off two-step verification.
Create new security questions and verify your date of birth.
You'll get an email confirming that two-step verification for your Apple ID is off.

Can I turn off two-factor authentication after I’ve turned it on?
If you already use two-factor authentication, you can no longer turn it off. Certain features in the latest versions of iOS and macOS require this extra level of security, which is designed to protect your information. If you recently updated your account, however, you can unenroll for a period of two weeks. Just open your enrollment confirmation email and click the link to return to your previous security settings. Keep in mind, this makes your account less secure and means that you can't use features that require a higher level of security.

Thanks for your response. It is 2 Factor Authentication that I see under the security setting and it's been more than 2 weeks so I can't make any changes. Back to square 1! I wonder if I should just create a new Apple ID. Pain in the butt if I have to.
