Only Macs released after 2012 have graphics cards that comparable with Medal 2 that Mojave 10.14 requires.

One to at least the same version as the one the backup was made with.
If you're using a 2011 desktop Mac Pro, you can upgrade to Mojave if you've installed a graphics card capable of Metal, but will need to go through High Sierra first.

When attempting to migrate to this computer (OS X EL Capiton 10.11.6 from my book for mac I get the following message.

What kind of up-grade do I need?
The highest you can upgrade to is High Sierra, 10.13
No Mac from 2011 can be upgraded to Mojave 10.14.
