iMac full why cant I move all photos and documents to the iCloud Drive?

Hello I have loads of iCloud space and have tried clicking store in iCloud when I Mac tells me it is full but it doesn't seem to move all the photos etc. I don't want to delete things and don't have enough space for the upgrade.

Optimise Mac Storage: To save space on your Mac by storing full-resolution originals in iCloud and keeping smaller versions on the computer when needed, select this option.

You have done the settings as per screen shot , so select download originals to this Mac .
