iTunes trouble

I got an email saying there was billing issue to my iTunes account and nothing is letting me click anywhere to update my billing and I find it strange that I cant even play music i already purchased. I shouldn't have to pay to play music i purchased prior. Isnt that double dipping? Regardless now my android phone has two apple apps displayed and neither one works. Help please.

Emails like that are usually not really from Apple and are fraudulent.
