See this guide, in particular the new migration procedure (if both iphones have iOS 12.4 installed):

Transfer data from your previous iOS device to your new iPhone, iPad, or iPod touch - Apple Support

Back up the old device (iCloud or iTunes) and restore that backup to the new device.
