Is there any way to get my photos back after restoring without having a backup?

If you were syncing photos with iCloud, go to Settings/Your Name/iCloud, sign in with the ID used to sync the photos, and turn Photos syncing on. The photos sync is very, very slow, so be patient.

If you weren't syncing photos with iCloud, if you don't have a backup, there is no way to restore the photos.
