Verification

Ok so my debit card kept getting declined. I got it working again yesterday morning but not on my iphone. So i do everything, i retype it in. But the security code keeps getting blanked. So i delete the card off my phone. I try getting it back and it says my form of payment is declined.so then i try downloading a free game. But it says i need to verify my billing information . So i do (my card isnt in my phone anymore) so it just shows my billing address. So i press done. Then it takes me back to the app store and it gives me the same verification thing. Please help!
