i recently bought an s3 apple watch from someone an i turns out they’re not the owner an i want to contact the original owner so i can have access.

No one here, nor Apple could assist you in locating the original owner. If the person that sold you the device could not remove the Activation Lock, then I suggest taking the device to the local police, as it could very well be stolen. Either way, you will not be able to activate it.
