download WhatsApp messenger from the App Store and start from there using QR scan on your iPhone/ipad/whatsapp settings

you can use WhatsApp web on your iPad ...by cloning your iPhone to your iPad...

but both devices must have internet connection at all times

There's no WhatsApp for iPad.

Compatibility Requires iOS 8.0 or later. Compatible with iPhone.
