You have two choices:
Cohabit with your restrictions in ScreenTime
or
follow these steps to wipe your iPhone : Settings>General>Reset>Erase All Content and Settings.
When done, set it up as new.

If you forgot the screen time passcode, your only option is to erase the device either using recovery mode or Find My iPhone, then set it up as a new device. Do not attempt to restore a backup made after you enabled the screen time passcode or you'll end up right back where you started.
